**USDA posted a notice in the Federal Register Wednesday, announcing it was delaying further rule-making in promote a Federal Milk Market Order in California.

The reason for the delay is whether the administrative law judge who oversaw the 40-day hearing last year was legally appointed.

According to agweb.com, an unrelated case before the Supreme Court calls into question whether administrative law judges are federal agency employees or “inferior officers” of the government. If the latter, they must be appointed rather than hired.

**Senate leaders announced a two-year budget deal that will keep the government funded through March 23rd and modify the safety nets for cotton and dairy.

Agweb.com reports Senate Majority Leader, Mitch McConnell announced a deal with Senate democrats to fund the government and set spending levels for defense and nondefense programs over the next two years.

However, the bill does not address the controversial Deferred Action for Childhood Arrivals or DACA.
